The Southwestern Regional Jail located in Holden, West Virginia, is the sixth of ten such facilities to built. The facility began receiving inmates April 8, 1998, and serves the Boone, Logan, and Mingo counties. It is part of system that dates back to 1946 in reaction when the Bureau of Prison published a report stating that West Virginia's county jails were "anachronisms and totally unfit for human habitation. The study recommended that the county jails be consolidated into regional jails.

The detoriation of living conditions in the 1960s and 1970s resulted in litigation, which eventually resulted in making improvements in county jails using the Law Enforcement Assistance Act. However, the sites needed more than just repairs, which eventually resulting in the creation of a state-operated facility for non-felony offenders. The West Virginia Regional Jail and Prison Authority was established in 1985; the 21-member board was empowered to establish, construct, and operate twelve regional jails to be paid by bonds that were repaid by fees attached to criminal convections and civil cases. The Authority was to focus on facilities rather than the correctional system as a whole.

The first of these were established in May 1989 with the Eastern Region Jail. Soon after the Authority's responsibilities were increased to regional and state facilities due to West Virginia Court of Appeals Bordenkircher case which required the replacement of the Moundsville penitentiary. Since then The Authority has overseen the lives of most of West Virginia's inmates, ensuring that they serve their sentences as safely and securely as possible. While The Authority has dropped to a seven-member board and its mission has expanded since its beginnings, it is nonetheless still dedicated to its mission of ensuring the security of those in its care.

The Southwestern Regional Jail sits on the mountains outside Holden. Its podular design consists of three pods with an upgradeable capacity. It serves the Boone, Logan, and Mingo counties. It has state of the art facilities, ranging from its medical unit to a closed circuit Courtroom of the Future. It also allows for the education and rehabilitation of its inmates. It is also a secure jail, comparable to a maximum security prison in other states.
