The West Virginia Regional Jail and Prison Authority was established in 1985; the 21-member board was empowered to establish, construct, and operate twelve regional jails to be paid by bonds that were repaid by fees attached to criminal convections and civil cases. The Authority was to focus on facilities rather than the correctional system as a whole.

Soon after the Authority's responsibilities were increased to regional and state facilities due to West Virginia Court of Appeals Bordenkircher case which required the replacement of the Moundsville penitentiary. Since then The Authority has overseen the lives of most of West Virginia's inmates, ensuring that they serve their sentences as safely and securely as possible. While The Authority has dropped to a seven-member board and its mission has expanded since its beginnings, it is nonetheless still dedicated to its mission of ensuring the security of those in its care.
