Located within the northeast corner of Arkansas, Clay County is the 67th county in Arkansas, founded on March 24th, 1873. Clay County is understood as after John M. Clayton, an Arkansas Congressman.

There are two county seats in Clay County that are positioned in Piggott and Corning. Clay County offers many recreational activities, including hunting, fishing, and boating. Clay County also offers many tourist attractions, including Hemmingway/Pfeiffer Museum in Piggott, Pumpkin Hollow, and the Chalk Bluff Battlefield Park in St. Francis.

The inmates don't have access to television or radio but are allowed to get e-cigarettes. The detention center encompasses a full kitchen where all meals are prepared for inmates. The kitchen is employed by the "Act 309" inmates, who are state prisoners assigned to work duties in local detention facilities. The meals contain oatmeal for breakfast, bologna for lunch, and beans and cornbread for dinner, with rare exceptions. Meals are supplemented with fresh produce grown by and tended to by inmates during a kitchen garden area located outside the ability.

Each detention center staff member is required to finish a minimum of 40 hours of state-approved training to become certified Jailers, and continuing education and training is required.

All Jailers must know the booking process, which is the responsibility for the receiving and intake process for all prisoners. This includes computer book-in, fingerprinting, photographing, searching, change-out, and housing cell block assignment. They are also liable for the dispensing of prescription and non-prescription medications and handling commissary and deals personally with inmates within the housing areas. Also responsible for controlling all entrances and exit points to the power, monitoring security video surveillance systems, and observing inmates in housing areas. The Clay County detention center operates entirely in compliance with guidelines set forth by the Arkansas Criminal Detention Facilities Review Committee and is routinely inspected by members of that committee.
