Background

During 2019, there were a total of 2,546 persons booked into the prison. Around 66% of these bookings were for misdemeanor offenses, while 34% were for felony crimes. The recidivism rate was 74% for the 2019. The highest population count was 151 inmates, while the low population count was 97 inmates for the year. The profit to the County from Commissary sales was just over $38,000.

All persons arrested and brought into custody are transported to the prison for booking and incarceration. The prison is split into separate housing areas for low/medium security risk males, high security risk males, female inmates, isolation, and temporary holding cells. The prison houses both pre-trial detainees and post-conviction inmates serving sentences or awaiting transport to the Arkansas Department of Corrections.

The inmates don't have access to television or radio, nor are they allowed to smoke. The prison has an in-house medical facility area employed by the NP. Also, there's a full kitchen where all meals are prepared for inmates. The kitchen is operated by the "Act 309" inmates, who are state prisoners assigned to figure duties in local detention facilities. The meals contain oatmeal for breakfast, bologna for lunch, and beans and cornbread for dinner, with rare exceptions. Meals are supplemented with fresh produce grown by and attended by inmates during a kitchen garden area located outside the power. Local merchants donate vegetable plants and seeds.

Each prison staff member must complete a minimum of forty hours of state-approved training to become certified Jailers, and continuing education and training is required. They also receive certified training in ACIC/NCIC terminal operations, Radio Dispatch Procedures, and BAC Breathalyzer operations and procedures. Many of the Jailers also are certified as Reserve Deputy Sheriffs with the department, and every one of the Jail Supervisors is a fully licensed enforcement officer.
