The El Paso County Criminal Justice Center, a minimum-security facility located just outside of Colorado Springs, Colorado was originally built in 1987. Once the construction was completed, it was used to house adult inmates. But the Center soon ran out of space to service the burgeoning inmate population, necessitating expansion and renovation of the original facility.

The goal of the $36 million expansion project was to double the capacity of the jail, with a segregated section for inmates with a history of mental health issues. The design chosen was round, which provided many security benefits (without corners to block views), but also many challenges in construction.

In the completed building, double tees and solid floor slabs form the base, and round columns 22 inches in diameter are used to support the roof. The exterior is constructed of precast concrete with exposed aggregate panels. The insulated and prestressed panels are produced in a slightly curved shape with polystyrene insulation between two wythes of concrete. The total thickness of the wall is about 1 foot and each panel is 10 feet wide and 38 feet high. Some of the one story components have exterior walls of metal siding.

The construction features alternate full floors and mezzanines. The new building measures 192 feet in diameter and has an area of 125,255 square feet. There are 6 stories, divided into 3 sets of 2 stories, each with a guard station, day room and dining hall.

Along with additions to the main facility, the Food Service section, Laundry area, Clinic area, the Maintenance section and the Main Entry including Intake have been renovated. A new 12,800 square feet additional building for Evidence Storage has been added. The newly added area is approximately 126,000 square feet, while the total remodeled area is approximately 54,000 square feet.

The renovations included the upgrading of many outdated systems to make the El Paso County Criminal Justice Center modern and state-of-the-art. A new video visitation system, a new jail management system, additional door control and monitoring, upgrades to the power back up system and the HVAC systems are some of the recent changes.
