This prison has its own history that dates from the 1800s. So, is this the Cowlitz County’s first jail? This idea intrigues many historian researchers. However, everything labeled as ‘the first’, does not necessarily be like that. That has to be proven by historians and other experts of this area. Anyway, it is quite certain that this correction facility has a rich history. Hidden in a quiet part in the Cowlitz County Fairgrounds, lies a black monolith construction with a written sign: “Cowlitz County’s FIRST JAIL”. For what is known, this small jailhouse cell was originally situated in the Kalama Courthouse. Afterward, it was shifted to the Fairgrounds. and then donated to Historical Society of the Cowlitz County.

During the late 1800’s Cowlitz County indeed had a very colorful history. In that time, the County was growing. The roads and bridges were built and the Cowlitz County was establishing the base for the future. In the late 1800s, the sheriff was keeping the order in the County. Among sheriff's duties was also to guard prisoners. One of the prisoners at that time was Robert L. Day. for whom is suspected to be the first man who was sentenced to death in Cowlitz County and hanged. It is believed that the convicted Day was trying to run away and was hiding in the attic of a local store. This event emphasizes the need for ensuring of new, more secured jail.  So, in the late 1800s, St.Louis's  Pauly Jail Company was arranged to construct a one cell jail in the premises of the courthouse. This company is still working today after they celebrated their 150 years of business.

Today it is a correctional facility that works in a responsible way. The offenders that are residents of the Cowlitz County jail are transferred here after being arrested and prosecuted. They remain in this jail until getting the verdict or being released with or without bail.
