Collin County Detention Center is located in northern Texas in the Dallas area suburbs. Collin County Detention Center is part of phase 1 of several buildings that includes the sheriff's administration building, the detention administration building, two inmate housing clusters and a central energy/maintenance plant. This set of buildings is on approximately 45 acres of land.
The Collin County Detention Center project was started in 1988 by a Citizens’ Advisory Committee that was made up of 29 Collin County citizens. The Committees purpose was to review the future needs of the Collin County Sheriff's Office and the Detention Facility. By 1989, the Collin County Commissioners Court approved the recommendations of the Committee and formed the Collin County Jail Facility Financing Corporation.
Ground broke in January 1992 and the construction started in March of 1992. The Sheriff's Office was moved in to the complex in January of 1994 and the Detention Facility was opened in March of 1994. The Detention Facility is what’s called a “new generation” direction supervision detention facility and it was constructed in full compliance with rigid state and federal standards.
The Direct supervision philosophy is meant to manage human behavior productively and positively. There are nine principles involved in this philosophy, Effective Control, Effective Supervision, Need for Competent Staff, Safety of Staff and Inmates, Manageable and Cost Effective Operation, Effective Communications, Classification and Orientation, Justice and Fairness, and Ownership of Operations. In correctional facilities with direct supervision the cells are set up in clusters of cells and an officer is stationed within the center of that cluster. With direct supervision the morale between the inmates and the officers is up which allows for a reduction of violence and vandalism by the inmates.
Collin County Detention Facility has two housing clusters. Each housing cluster contains two multipurpose rooms, a satellite medical station, a visitation area and four inmate housing units. The Detention building contains a visitor/public reception area, administrative and staff offices, conference rooms, classrooms, staff dining, physical training room, staff locker rooms, a library, an inmate medical clinic, food and laundry service areas, receiving and warehousing, inmate visitation area and inmate processing. The facility was designed to accommodate services to meet the basic health, nutrition, hygiene, and sanitation needs of the inmates.
The inmate medical clinic provides medical care, basic clinical and dental services to the inmates. The food areas allow for meals to be prepared on site by inmates under the supervision of the kitchen staff and then the food is delivered to the housing units/cluster areas. The laundering areas have commercial grade laundering and sewing equipment, as well as storage space for linens and inmate clothing. There are also service areas which include a commissary, barbering areas, and a mail room.
The Collin County Detention Facility is still in Phase 1 at this time. The property is part of 282 acres of land that includes the roads, utilities and site preparation for what will be a future build-out of the Collin County Criminal Justice Center. The Collin County Detention Facility is located in McKinney, Texas. Collin County is the 7th most populated county in Texas.
