York County prison is an Immigration and Customs Enforcement detention center, (ICE). ICE centers are often referred to as Customs and Border Protection (CBP). These are run by police of the city or county. The facility was opened in 1979, it wasn't until 1992 when the prison started holding immigrants in its building. The contractors for the building are a medical group called, PrimeCare and a phone company called, GTL. It was an agreement made Immigration and Customs Enforcement group.
York County and other ICE Facilities came under fire couple of years ago. Immigration and Customs Enforcement Centers were having problems with their detainees and their health. The center's issues were with overcrowding and with medical treatment. Most inmates were not receiving the necessary treatment. York County, Pennsylvania set up a way to end prison and detention centers expansions. With the new funds, the state would put it towards the communities. The funds would provide education, jobs, housing, healthcare, and a path for the inmates and detainees to reenter society. This was pushed by Detention Watch Network, who led the inspection of Immigration and Enforcement Centers on the medical practices. The inspections done were made public and made sure the right punishments weren't sent out to the facilities.
York County Prison has four different types of visitations. Visitors are the friends, families, and anyone that is not an official. Regular visitors are only allowed up to thirty minutes max, three times a week. Attorney visits are for seeing their clients at any given time. Consular visits are set up through meetings by an official over the Immigration and Enforcement Center. Clergy visits are similar to attorney visits.
The facility is under the Freedom of Information Act (FOIA). The jail will protect the inmates and staff identities from the public. All necessary paperwork would need to be filed out first before interviews.
In the jail, prisoners are given equal respect the same to everyone else. If the inmates feel the facility is not up to their standards, they would be able to place a complaint. Complaints would be made on staff as well for mistreatment.
