Clinton County Jail was built in 1844 and in the beginning, served as a site where inmates were used to working in the local mines. In 1877 mining ended so the prisoners were put to work in other trades. In 1887 the jail was renovated given it 60 feet concrete walls and they still stand today. Clinton County Jail is the largest maximum security and third oldest prison in New York. The corrections division office has employed about a thousand guards who maintain the security of the facility and its prisoners. These guards are sworn in and receive state-mandated training in corrections. At the jail in 1892 was when the first execution in the electric chair occurred this began the use of capital punishment.
The first mental health facility was built in 1899 on the grounds to house prisoners who became insane during their sentence. After a riot in 1929, they decided to make some changes by building a school on the grounds and rebuilding structures making the facility more modern. From 1939 to 1941 the Church of St. Dismas was built and was added to the National Register of Historic Places in 1991.
Clinton County Jail is a maximum security facility equipped just like a maximum prison facility. Inmates held in this jail range from low to high-level offenders which range from but not limited to robbery, rap, and violent crimes. Depending on the nature of the crime and their current risk assessment the prisoners are housed in certain areas. The jail security system includes cameras, electronic detection, 60 feet walls and reinforced razor wire.
Clinton County Jail feeds their inmates three meals a day which total outs to be a 2,500 calorie diet. Inmates are also allowed one hour of exercise, books, bathroom, and shower. Sending and receiving mail is allowed after it being inspected. Clinton County Jail encourages positive inmate behavior by being fair, impartial and humane treatment. They feel without strict proper order the environment would be unstable; unsafe for all inmates and staff. By using the new generation and direct supervision concept it secures the facility and the inmates encouraging them to have positive behavior or face the consequences.
