The original jail for Winona County was designed by John Randall in the mid 1800s. The stone that was used was all found within two miles of the town of Winona. Males and females were secluded and the entire building was lit by gas. There were separate quarters for the Sheriff and his family, as with most jails of the time. The building cost $28,000. The current jail was built in 1978.
On September 7, 1980, Winona County Sheriff's Department Investigator John Schneider and two other investigators responded to a domestic disturbance call at the residence of John Kirch. The members of the department had to force their way into the trailer. Kirch opened fire with a .22 caliber rifle and hit Schneider, killing him. After a 40 minute standoff, Kirch gave himself up. He was convicted of murder and sentenced to life.
On December 16, 2004, emergency services responded to a fire at the Sugar Loaf Apartments. They recovered the bodies of Stacy Smith, 29, and her ten year old daughter Taylor Swanson. The bodies went to the coroner and it was found that they were strangled. The fire was set to cover up the murders. The murderer was Paul Gordan and was arrested by federal officials as he crossed back into the United States from Mexico. Gordan had killed Smith and her daughter because of a pregnancy. He was convicted for three murders.
On April 13, 1977, the residents of Winona County saw a murder for hire. Donald Howard had hired Bruce Webber to kill his wife Shirleen. Webber shot Shirleen in the couples home with a .45 pistol. Her body was found in the basement. The Sheriff's Department arrested Donald a few days after his wife's funeral. Webber had fled to Joliet, Illinois. He had been paid $1500 in cash and a diamond ring. Webber was found and taken back to jail in Winona County. Howard escaped with the help of a local beauty queen Nancy Brown. He was found in Louisiana. Both were convicted of the murder. Howard was released on parole. Webber died in prison.
