Steele County Detention Center is the fourth jail to have been built in Owatonna, Minnesota. The first jail lasted from 1865 to 1907, the second from 1907 to 1972, and the third from 1972 until 2003. This jail was opened in October 2003.

The total cost to build Steele County Detention Center was $12,750,000. The site acquisition cost was $361,000 and to the cost to build it was $10,150,000. The other fees involved in building it include architect and document printing, fees and permits, and furniture.

The site this jail is on is nearly 19 acres. In addition to the jail itself, there is a parking lot and a geothermal field around the building. They have included space to expand the jail if that is needed. The building 85,575 square feet in size with 50,469 of that taken up by the secure jail area. Most cells are 70 square feet. It took 62,000 hours of trade labor to finish this building with 70 percent of the building costs being paid to local subcontractors and suppliers in Steele County as well as Mower, Faribault, Olmstead, and Freeborn.

There is a total of 52 cameras in Steele County Detention Center which are located inside the building as well as on the exterior. There are 125 parking spaces for people who work here as well as visitors. Visitors are limited to video visiting as there is no face to face contact allowed at this facility between prisoners and visitors. The prisoners can have up to two 20 minutes sessions with visitors a day. People are also able to use Skype to video visit prisoners from their homes at an additional cost per minute.

There are several programs at Steele County Detention Center designed to rehabilitate prisoners. They have anger management courses, adult basic education, alcoholics anonymous, and chemical dependency programs. They also have an inmate worker program where prisoners can learn new skills as well as a work release program for eligible prisoners. They accept volunteers for these programs as they feel they play a big role in making the county a better place for people to live.
