Why do Parish Prisons exist? The State of Lousiana simply does not have the bed-space in State Prison to house but half of the total people incarcerated at any one time. Therefore, the State relies on facilities such as the East Baton Rouge Parish Prison to pick up the rest of the slack. Although it could not be said that local parish prisons never have any violent offenders, the State does it's best, whenever possible, to assign less violent offenders to local prison facilities.
There are very few publicly released statistics about the East Baton Rouge Parish Prison such as its age, the training of its staff, the percentage of recidivism of jailed inmates, or the successes of their inmates to parole. About all that can be said is the East Baton Rouge Parish prison seems to be on par with other local parish prisons in the State. Some research indicates the oldest part of the prison is over 40 years of age, while updates were made to some sections in the 1980s. The prison does offer rehabilitation services such as AA and GED certificate programs, and there are now nearly a dozen volunteer rehabilitation services available to help inmates transition into working and law-abiding men and women.
The East Baton Rouge Parish Prison is, of course, staffed 24-hours a day, and the Sheriff's Department does provide a prison look-up service so that friends and family can contact, and even visit prisoners. Providing someone has valid ID, is over 18, and has no record of a felony, it is possible to visit a prisoner. It is best that potential visitors call the Sheriff's department in advance to find out visiting hours, and to clear any potential prison visits.
