Harlan County Detention Center
Harlan County Detention Center is a County Jail. It serves the city of Evarts and other close, smaller, nearby towns. It is located off highway 38 in Evarts Kentucky in the eastern time zone. The Detention Center, also known as HCDC, is a medium detention center operated locally by the Harlan County Sheriff’s Office and is part of the Kentucky state department of corrections. It receives new arrests and detainees on a daily basis.
The HCDC houses inmates awaiting trial or sentencing or both. The majority of inmates are serving sentences of less than two years. The facility accepts inmates from surrounding towns and areas that do not have their own lock up facility.
When an inmate arrives at the facility they are put together in large holding cells with other inmates during the intake process. While in the intake process they are under close observation. Extremely violent inmates are housed separately. The jail also accepts inmates from the US Marshals or ICE. Some offenders stay only a day, a few days while some may be released on their own recognizance with the understanding that there is an agreement to appear in court at the designated time.
The Jail also offers and manages alternatives to jail such as work release, furlough, or house arrest programs. The jail is divided into pod type areas which includes cells, common areas where inmates may associate with other inmates, outside recreation area which is a space surrounded by concrete walls. Common area tables allow for inmates to play cards and board games like chess or checkers.
The cells have small windows and usually house 2-3 inmates per cell. Overcrowding is an issue in most jails and prisons. The HCDC also deals with overcrowding issues and is usually at over 90% capacity though the exact numbers can vary daily. Recent arrivals to the facility are sometimes drunk, under the influence of drugs which contributes to the difficulty of managing the inmate population.
Like most jails and prisons, the HCDC has its share of challenges in managing inmates assigned to the institution. Like a lot of similar facilities, the conditions and circumstances at the facility can create a hazardous working environment for staff and living environment for the inmates housed there.
