Winnebago County Jail was built around 1875, standing tall next to the courthouse facing Elm Street. Back in 2012, there has been an issue with the criminal justice system, in regards to the county jail population. Overcrowding has taken place, and to help resolve the issue the county had asked to hire more staff, to help speed up the process time between an arrest made, and sentence planned out. This has been an ongoing issue for quite some time now. From the year 2003 all the way up until 2011, the total inmate population has spiked up drastically including the amount of staff that's located inside the prison itself. For a criminal that spends around 14 days in the facility which is technically a low number, compared to others who spend several months. From the year 2003 the population of inmates started at 633 and by the time 2011 hit the population turn to 935. The Staffing Department had taken a drastic increase as well. Back in the year 2003 the total staff available with 585 guards, and up to the year 2011, total staff spiked up to 709 guards.
Some ways that the jurisdiction system helps inmates hoping that this will lower the population rate along with a smaller chance at being convicted again in the future is Botkins 1973 a group of church leaders had come forth and wanted to help the men and women who were incarcerated in Winnebago County Jail. They had formed a Ministry called Rockford Reach Out which is a nonprofit organization more than forty years now that offers faith-based classes guidance and counseling to inmates along with the Juvenile Detention Center. They currently have a paid staff of six individuals and 146 volunteers which is quite a few people. A lot of inmates tend to reach for God when it comes to being locked up and can help build them up along with a solid foundation for when they are released. Religion is a very important factor when it comes to inmates and gives them faith on what is to come in their lives.
There are also quite a few different program's that inmate's can goto that are beneficial for them. If an inmate havent received their high school diploma, they automatically qualify for the GED program. This gives them a chance to start fresh in life. Also available are drug and alcohol programs. A lot of criminals have drug and/or alcohol history, and this is something that they can get help to overcome their addiction.
