The Barrow County Detention Center is part of the courthouse and was built in 1915. The original building is also being used as a museum. The center can hold 372 inmates.
Barrow County was created in 1914, partially because of a shooting in the town now known as Winder. The original name for Winder was Jug Tavern. The city was in Jackson, Gwinnett, and Walton Counties. One man was standing in Gwinnett County and shot a man in Jackson County. When the man fell, he landed and died in Walton County. Jug Tavern was already part of a discussion in being part of a new county. The murder was just another reason people wanted the town to not have jurisdiction confusion.
In 2016, now former Barrow County Sheriff's Deputy William Mitchell was transporting a female to the detention center. When she was brought in, she said he raped her. The sexual assault happened just off the road fairly close to the center. There was an investigation. The camera had been turned off to the back seat for enough time for the sexual assault to occur. The Sheriff looked at some of the proof and immediately fired him. The Sheriff then called in the Georgia Bureau of Investigation. He was arrested for two counts of sexually assaulting a person in custody, making a false statement, and violation of oath of a public office.
On January 23, 1992, Deputy Sheriff Ronald Bays was responding to a car accident. There was a heavy downpour from a storm. Bays' car hydroplaned and hit another vehicle. Bays died at the scene.
In 2018, the Sheriff's Department was able to get to killers that had led to a multi-state search. Michael Huff and his wife Jennifer had been renting a home in Barrow County. They fled after the body of missing Walton County resident Montez Watson was found buried on the property. A tip had come into law enforcement as to where the body was. Michael Huff surrendered himself to Barrow County, while Jennifer Huff was arrested in Laurinburg, North Carolina. She was found because of an anonymous call to the police.
